This project is located on State Route (S.R.) 68 between Interstate 80 (I-80) and S.R. 322 (Main Street) in Clarion Township, Monroe Township, and Clarion Borough within Clarion County. The project team is in the initial stages of determining project needs and studying possible improvements to the existing roadway.

This section of S.R. 68 is a two-lane road for the majority of the project’s two-mile length. There are left-turn lanes and signalized intersections at both the southern limit near I-80 and the northern limit near S.R. 322. Just north of I-80, S.R. 68 passes through a highly commercialized area containing development such as Wal-Mart and the Clarion Mall. The center section includes mixed residential and commercial development, like the Comet Market, and then transitions to primarily residential as it approaches Main Street (S.R. 322) in Clarion Borough.

Initially, traffic data will be collected along the entire corridor and analyzed to determine potential roadway capacity problems. Other items to be studied include safety issues such as accident data, sight distances, and the numerous side roads and driveways along the majority of the corridor. Pedestrian movement and safety within the corridor will also be investigated, particularly in the northern half of the project with its high concentration of residential properties.

All of the above details were studied in depth and at the conclusion of the Purpose and Needs Study phase of the project, specific and detailed project needs were developed and approved [by the Federal Highway Administration (FHWA)].
